RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN BERNARDINO
SUMMARY VACATION PORTION OF ROAD RIGHT-OF-WAY ON CEDAR AVENUE, IN THE
BLOOMINGTON AREA
On Tuesday November 18, 2025, on motion of Supervisor Hagman, duly seconded by
Supervisor Baca, Jr. and carried, the following resolution is adopted by the Board of Supervisors of
San Bernardino County, State of California.
WHEREAS, easements for public road purposes, known as Cedar Avenue and Valley
Boulevard, were offered to, and were accepted by, the County as shown on Map showing Subdivision
of Lands belonging to The Semi -Tropic Land & Water Co., recorded in Map Book 11, Page 12 an official
record of San Bernardino County recorded in 1891; and
WHEREAS, Valley Boulevard was further relinquished to the County of San Bernardino by
instrument recorded July 8, 1947, in book 2067, pages 222, official records of said county; and
WHEREAS, Cedar Avenue is a north/south directional road right-of-way, and the summary
vacation will remove public road rights -of -way on a portion of Cedar Avenue, located north of Valley
Boulevard and south of Bloomington Avenue in the Bloomington area since they are excess and unusable
public road rights -of -way, are not required for public road purposes, and are not necessary for current or
future public road use; and
WHEREAS, Valley Boulevard is an east/west directional road right-of-way, and the summary
vacation will remove public road rights -of -way on a portion of -Valley Boulevard, located along the
northerly right-of-way line north of Valley Boulevard, being south of Bloomington Avenue in the
Bloomington area since they are excess and unusable public road rights -of -way, are not required for
public road purposes, and are not necessary for current or future public road use; and
WHEREAS, the owner of the road rights -of -way of Cedar Avenue and Valley Boulevard as
shown on Map showing Subdivision of Lands belonging to The Semi -Tropic Land & Water Co.,
recorded in Map Book 11, Page 12 an official record of San Bernardino County recorded in 1891. In
1967, a County Surveyor (CS) Map 7669-06 (being a Caltrans Right -of -Way map) was filed in said
county delineating a realigned centerline for Cedar Avenue as a part of the 1-10 Freeway project; and
WHEREAS, the Department has determined this re -alignment has deemed portions of the
original right-of-way of Cedar Avenue and Valley Boulevard unusable and unnecessary public road
right-of-way. The portion requested to be vacated is influenced by this realignment and is described in
Exhibit A and shown on Exhibit B. This request to vacate the portion of Cedar Avenue and Valley
Boulevard came from Farmer Boys development team to facilitate ongoing site improvements
(signage and parking under license agreements) and road widening efforts; and
WHEREAS, the vacation serves a public purpose by eliminating and clearing the public
records of an unnecessary public road right-of-way that has not been accepted or utilized by the
general public, and by eliminating an unnecessary title encumbrance.
NOW THEREFORE, BE IT RESOLVED that the Board of Supervisors of San Bernardino
County, State of California, makes the following findings and determinations:

(1) All the recitals contained hereinabove are true and correct.
(2) Cedar Avenue and Valley Boulevard public road right-of-way described in Exhibit "A" Legal
Description and shown in Exhibit "B" Vacation/Abandonment Plat attached hereto and made
a part hereof is hereby declared unusable public road right-of-way that is not necessary for
present or prospective public use.
(3) The vacation of unusable public road right-of-way serves a public purpose by eliminating
and clearing the public records of an unnecessary public road right-of-way that has not been
accepted or utilized by the general public and by eliminating an unnecessary title
encumbrance.
BE IT FURTHER RESOLVED, pursuant to section 892 of said Streets and Highways Code,
the unusable public road right-of-way is not needed for a non -motorized transportation facility; and
BE IT FURTHER RESOLVED, pursuant to section 8335 of said Streets and Highways Code,
the unusable public road right-of-way heretofore existing shall no longer constitute a street or highway
from and after the date this resolution is recorded; and
BE IT FURTHER RESOLVED, pursuant to section 8336 of said Streets and Highways Code,
the Clerk of this Board is hereby directed to cause a certified copy of this resolution, under the seal of
this Board, be delivered to the Department of Public Works to be recorded in the official records of
the County by the San Bernardino County Recorder (Recorder); and
BE IT FURTHER RESOLVED, pursuant to sections 8340 and 8341 of said Streets and
Highways Code, a reservation and exception for utility purposes is a part of Exhibit "A" Legal
Description as it is necessary due to existing in -place public utility facilities being located therein.

of California, by the following vote:
