A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO,
CALIFORNIA, ORDERING THE DESIGNATION OF PORTIONS OF D STREET,
LYNN HAVEN COURT, NOCTA STREET, AND SULTANA AVENUE AS A
RESIDENTIAL PERMIT PARKING ZONE.

RESOLUTION NO. 2025-037
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO,
CALIFORNIA, ORDERING THE DESIGNATION OF PORTIONS OF D
STREET, LYNN HAVEN COURT, NOCTA STREET, AND SULTANA
AVENUE AS A RESIDENTIAL PERMIT PARKING ZONE.
WHEREAS, the City Council of the City of Ontario, California, did on the 6th day of
May 2025 adopt a Resolution of Intent, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ONTARIO,
CALIFORNIA, PERTAINING TO DESIGNATING PORTIONS OF D
STREET, LYNN HAVEN COURT, NOCTA STREET, AND SULTANA
AVENUE AS A RESIDENTIAL PERMIT PARKING ZONE AND TO SET
THE DATE, TIME, AND PLACE FOR A PUBLIC HEARING.
WHEREAS, notice of the date, time, and place of hearing any and all persons
interested in, or objecting to, the proposed permit parking zone has been published and
posted in the manner prescribed by law; and
WHEREAS, a hearing on the proposed designation was duly and regularly held by
said City Council at the time and place specified in said Resolution of Intention, and the
said Council has determined that said locations, as described in said Resolution of
Intention, are qualified for a permit parking zone; and
WHEREAS, the City Council found:
1. That such zone is necessary to provide reasonably available and convenient
parking for the benefit of the adjacent residences;
2. That the proposed zone is desirable to encourage the use of carpooling;
3. That the proposed zone is desirable to enhance or protect the quality of life in the
area of the proposed zone;
4. That the proposed zone will tend to encourage nonresident vehicles to park in off-
street parking facilities; and
WHEREAS, the City Council considered:
1. Whether nonresident vehicles do or may substantially and regularly interfere with
the use by or for the benefit of adjacent residences of a majority of available public
street parking spaces in the proposed permit parking zone, and whether such
interference occurs at regular and significant intervals;
2. Whether nonresident vehicles driven or parked in the proposed permit parking
zone are a source of unreasonable litter, noise, traffic hazards, environmental
pollution, or devaluation of real property in the area of the proposed permit parking
zone;

3. Whether the occupants of adjacent residences in the proposed permit parking
zone desire its establishment;
4. Whether a shortage of residential -related parking spaces exists in the area of the
proposed permit parking zone;
5. Whether an alternative solution is feasible or practical; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Ontario
as follows:
SECTION 1. That pursuant to Section 4-6.1305 of the City of Ontario Municipal
Code, the following locations are established as a permit parking zone: (see Exhibit "A")
SECTION 2. That the City Clerk of the City of Ontario, California, shall cause
a copy of this Resolution to be recorded in the office of the County Recorder of San
Bernardino, California.
The City Clerk of the City of Ontario shall certify as to the adoption of this
Resolution.
